BMR Delegated Regulation: Minimum Standards for EU Climate Benchmarks (CTB and PAB)
This Regulation supplements the minimum standards for EU Climate Transition Benchmarks (EU CTB) and EU Paris-aligned Benchmarks (EU PAB). It sets out the design methodology for both types of benchmark, rules for calculating greenhouse gas (GHG) emissions, decarbonisation trajectory targets, exclusion criteria and transparency requirements, in order to ensure that investment flows are consistent with the Paris Agreement 1.5°C scenario and to prevent greenwashing, so that the carbon intensity of benchmark constituents declines year on year while appropriate exposure to high-carbon sectors is maintained to reflect the real economy.
