CLP Stop-the-Clock Regulation (Transitional Period Extended to 2028)

Regulation (EU) 2025/2439
In forceRegulationChemicals Management

This Regulation is an advance measure of the Omnibus VI chemicals simplification package. It amends the dates of application and transitional provisions of the 2024 CLP amending Regulation (Regulation (EU) 2024/2865), postponing the mandatory application date of certain labelling-related obligations from 2026 to 1 January 2028 to give economic operators (in particular SMEs) more time to prepare. The postponed items include: label format and legibility requirements (minimum font size, line spacing, etc.), rules on advertising and promotional wording (such as the ban on terms like "non-toxic"), obligations for distance selling and online platforms, and labelling at fuel stations and of bulk fuel (supplier name, UFI). Core provisions concerning human health and environmental protection (classification obligations for the new hazard classes ED, PBT/vPvB and PMT/vPvM, PCN deadlines, digital labelling) are not affected; companies may voluntarily apply the new rules early.
