Critical Raw Materials Act Amendment (Proposal)
Proposed by the Commission on 3 December 2025 with the RESourceEU action plan (procedure 2025/0385(COD)), amending the Critical Raw Materials Act (Regulation (EU) 2024/1252). Key changes: under Article 24 the Commission, rather than Member States, identifies and notifies the large companies subject to supply-chain risk assessments, and the content of risk assessments and mitigation measures is clarified; Article 28 expands the list of products considered for permanent magnet labelling; Article 29 brings pre-consumer magnet waste into recycled content. The Council (4 March 2026) and the European Parliament (20 October 2026; 470 in favour, 83 against, 108 abstentions) have adopted their positions; trilogues are pending.
