Vehicle Circularity and End-of-Life Vehicles Regulation

Regulation (EU) 2026/1738
In forceRegulationCircular Economy; Chemicals Management

This Regulation consolidates and replaces the End-of-Life Vehicles Directive (2000/53/EC) and the 3R Type-Approval Directive (2005/64/EC), integrating circularity requirements into vehicle design and type-approval. Main elements: minimum recycled plastic content targets for new vehicles (15%, later rising to 25%; chemical recycling may be counted only using the mass balance approach, and the Commission must lay down calculation and verification methods by 2028-08-31); declaration of recycled content and future minimum content requirements for rare earth elements used in permanent magnets (neodymium, dysprosium, praseodymium, terbium, samarium, boron); battery packs and electric drive motors must be removable to enable reuse and high-quality recycling; a digital Circularity Vehicle Passport (applying from around 2032) covering dismantling and repair instructions, recycled content declarations, and information on hazardous substances and components; manufacturers must publish a circularity strategy within 36 months of entry into force and update it every 5 years; extended producer responsibility and requirements for the treatment of end-of-life vehicles; recycled material from non-EU sources does not count towards the targets before 2030-08-14, and thereafter must meet equivalent environmental, occupational health and safety and EPR standards and pass an audit under Annex XIII.
