Suspension of the EPR Authorised Representative Rules for WEEE, Single-Use Plastics and Textiles (Proposal)
Proposed by the Commission on 10 December 2025 together with COM(2025) 982 (procedure 2025/0396(COD)) as part of the environmental simplification package. It would amend the authorised representative rules for EPR in the Waste Framework Directive (textiles and footwear), the WEEE Directive and the Single-Use Plastics Directive, so that producers established in the EU temporarily need not appoint an authorised representative in other Member States, until 1 January 2035; producers established outside the EU must still appoint one. As a directive, it must be transposed by Member States once adopted. Parliament's position of 20 October 2026 limits the suspension to EU-established small and micro enterprises, until the Circular Economy Act enters into force or 1 January 2035, whichever comes first. The Council position and trilogues are pending; until adoption and transposition, current national authorised representative rules continue to apply.
