PPWR Delegated Decision: Reuse Exemption for Pallet Wrapping and Straps
This Delegated Decision is the first delegated act under the PPWR (Regulation (EU) 2025/40). Based on the Commission's feasibility assessment of 15 December 2025 (which found that reuse systems for plastic wrapping film and straps are not yet available at scale or economically feasible), it exempts certain economic operators that use pallet wrapping and straps from the 100% reuse obligations of Article 29(2) and (3). The exemption covers transport within the same undertaking or group within the EU, and transport between undertakings within the same Member State. These packaging formats remain subject to the other PPWR obligations (design for recycling, recycled content, labelling, EPR, etc.).
